Corvus Airlines Contingency Plan for Lengthy Tarmac Delays
(Issued in Compliance with 14 CFR 259.4, as amended)

Background

Ravn Alaska has adopted this Contingency Plan for Lengthy Tarmac Delays the “Contingency Plan”) in accordance with U.S. Department of Transportation (“DOT”) regulations under 14 C.F.R. §259.4, as amended. As used in this Contingency Plan, “tarmac delay” means the holding of an aircraft on the ground either before taking off or after landing with no opportunity for its passengers to deplane.

This Contingency Plan applies to Ravn Alaska’s scheduled and public charter flights at each U.S. airport with more than 10,000 annual enplanements where Ravn Alaksa operates service. This Contingency Plan  meets or exceeds all DOT requirements


Plan Requirements

The Contingency Plan ensures that Ravn Alaska will meet the requirements of the DOT for extended tarmac delays (and devotes sufficient resources to meet those requirements), including providing passengers with the opportunity to deplane by three hours in the case of a tarmac delay involving a domestic flight and by four hours in the case of a tarmac delay involving an international flight. Ravn Alaska’s Contingency Plan further ensures that it will meet or exceed DOT requirements as they pertain to providing: adequate food and potable water no later than two hours after the aircraft leaves its parking spot (in the case of departure) or touches down (in the case of an arrival) if the aircraft remains on the tarmac, unless the pilot-in-command determines that safety or security considerations preclude such service; operable lavatory facilities (if the aircraft is equipped with a lavatory ); medical attention; and other customer comfort needs.

Plan Details

Before actual delays occur, Ravn Alaska uses a comprehensive plan designed to forecast and adjust to operational challenges as they develop throughout the day. When lengthy tarmac delays are expected, Ravn Alaska prefers to postpone the passenger boarding process for the affected departing flight; thereby keeping the passengers comfortably in the terminal facility for as long as possible.

For all flights covered by this Contingency Plan, we will provide the following while the aircraft remains on the tarmac:

  • a comfortable onboard cabin temperature;
  • operable restroom facilities (for aircraft equipped with lavatories); and
  • adequate medical attention, if needed.

For all flights covered by this Contingency Plan, passengers on delayed flights will receive notifications regarding the status of the delay, not less than every 30 minutes while the aircraft is delayed, including the reasons for the tarmac delay, if known. Passengers on delayed flights shall be notified beginning 30 minutes after scheduled departure time (including any revised departure time that passengers were notified about before boarding) and every 30 minutes thereafter that they have the opportunity to deplane from the aircraft if it is parked at the gate/ramp area or another dedicated disembarkation area with the door open, provided the opportunity to deplane actually exists.

Ravn Alaska will make every effort to provide the opportunity to deplane by three hours in the case of a domestic flight and four hours in the case of an international flight. However, the following exceptions apply to this assurance.

  • The pilot-in-command determines there is a safety-related or security-related reason (e.g. weather, a directive from an appropriate government agency) why the aircraft cannot leave its position on the tarmac to deplane passengers; or
  • Air traffic control (ATC) advises the flight’s pilot-in-command that returning to the gate or another disembarkation point elsewhere on the airport, in order to deplane passengers, would significantly disrupt airport operations.

Where flights may suffer a tarmac delay beyond two hours Ravn Alaska will provide adequate food such as cookies, granola bars, or other snack foods, and water, no later than two hours after the aircraft leaves the gate/ramp (in the case of departure) or touches down (in the case of arrival) if the aircraft remains on the tarmac, unless the flight’s pilot-in-command determines that safety or security considerations preclude such service.

Responsibility

At all U.S. airports with 10,000 or more total annual enplanements (including regular diversion airports), Ravn Alaska shall coordinate this Contingency Plan with the following parties, as applicable for the specific operation: (a) local airport authorities, (b) the Transportation Security Administration (TSA), and (c) if the airport is regularly used for international flights operated by Ravn Alaska, U.S. Customs and Border Protection (CBP).

Ravn Alaska will work with the airport operator and, where necessary, other airlines at the airport, to share facilities and make aircraft parking spots available in the event of an emergency.

Commitment of Resources

Ravn Alaska has committed, and will continually commit, sufficient resources to implement this Contingency Plan.
